The death penalty is the ultimate cruel and degrading punishment.It is irrevocable and can be inflicted on the innocent. It has never been shown to deter crime more effectively than other punishments.It violates the right to life.

With two executions scheduled to take place in the USA on 10 December, the 54th international Human Rights Day, US politicians should reflect on their country's selective approach to global standards of justice and decency," Amnesty International said today, noting that as many as five other men could also be put to death in the USA this week.

"In contrast, the USA, which frequently claims to be the world's most progressive force for human rights, has put more than 600 men and women to death in the past decade, many in violation of specific international standards," the organization added, noting that earlier this year President Bush promised that "America will always stand firm for the non-negotiable demands of human dignity" and Secretary of State Colin Powell asserted that "we will not relax our commitment to advancing the cause of human rights".



Abolitionist and Retentionist Countries
Over half the countries in the world have now abolished the death penalty in law or practice.
Amnesty International's latest information shows that:
76 countries and territories have abolished the death penalty for all crimes
15 countries have abolished the death penalty for all but exceptional crimes such as wartime crimes
20 countries can be considered abolitionist in practice: they retain the death penalty in law but have not carried out any executions for the past 10 years or more and are believed to have apolicy or established practice of not carrying out executions.
Making total of 111 countries which have abolished the death penalty in law or practice.
84 other countries retain and use the death penalty, but the number of countries which actually execute prisoners in any one year is much smaller.


Botched Execution

Blood poured from the chest and mouth of convicted killer Allen Lee Davis as he was electrocuted early Thursday in Florida's first use of its new electric chair. Davis let out two muffled screams from behind a chin mask after four guards strapped him into the electric chair. As the 2,300 volts of electricity began to surge through the metal cap on his head, Davis jerked back against the oak chair, his fists clenched.

Davis, at 350 pounds, was one of several large inmates whom prison officials considered last year when they replaced Florida's infamous 76-year-old electric chair known as "Ol' Sparky'' with a near-replica that has been tested to withstand heftier inmates.

Death Sentences and Executions
During 2001, at least 3,048 prisoners were executed in 31 countries and 5,265 people were sentenced to death in 69 countries. These figures include only cases known to Amnesty International; the true figures are certainly higher.
In 2001, 90 per cent of all known executions took place in China, Iran, Saudi Arabia and the USA. In China, the limited and incomplete records available to Amnesty International at the end of the year indicated that at least 2,468 people were executed, but the true figure was believed to be much higher. At least 139 executions were carried out in Iran. In Saudi Arabia, 79 executions were reported, but the total may have been much higher. Sixty-six people were executed in the USA.

The Death Penalty in the USA
66 prisoners were executed in the USA in 2001, bringing to 749 the total number executed since the use of the death penalty was resumed in 1977.
Over 3,700 prisoners were under sentence of death as of 1 January 2002.
38 of the 50 US states provide for the death penalty in law. The death penalty is also provided under US federal military and civilian law.

Botched Execution
25. July 8, 1999. Florida. Allen Lee Davis. When hit with the 2,300 volts, blood poured from Davis' mouth. The blood poured onto the collar of his white shirt, and oozed onto his chest. By the time he was pronounced dead, the stain on Davis' chest had grown to the size of a dinner plate
